Lithuanian Energy Institute

The Lithuanian Energy Institute started its activities in 1956 as the Institute of Energy and Power Engineering of the Lithuanian Academy of Sciences. In 1992 it became independent from the Academy of Sciences and was named the Lithuanian Energy Institute.  Recently, LEI legal status: State science institution, supported by the Government of the Republic of Lithuania.

  • Activities of the LEI are governed by its Statute and include the following areas and goals:
  • perform research and accumulate data regarding the development and forecasts of energy utilization in Lithuania.
  • assist the Government of the  Lithuania in developing and implementing the national energy policy of Lithuania;
  • assessment of utilisation possibilities for renewable energy (RE), assessment of RE resources and implementation new technologies;
  • explore aspects of energy generation, conversion and transmission, relevant to local conditions; participate in developing efficient energy saving programs and technologies;
  • accumulate and classify world-wide information on the rational utilization of energy resources, present recommendations to governmental institutions, industries and other facilities;
  • monitor the environmental impact of power plants and develop emission abatement technologies;
  • investigate hydrological characteristics of rivers and lakes in Lithuania, evaluate human impact on surface water resources and prepare suggestions for their protection.

Lithuanian Energy Institute has close contacts with enterprises of energy sector of Lithuania, residential building sector, universities, energy consumer advocated from industry and house holds good knowledge about end - users. It will focus on the aspects of the activities to local energy programmes. LEI are certificated on ISO 9001:2001 and ISO 14001:2005 – quality management systems. Lithuania, us the other countries, meets a problem on rising costs of energy resources. Such problems should be solved on the national level by implementing strategy on energy saving and efficiency. Lithuania consists of ten territorial regions with different geographical and economical structure. Each region should to have its own regional energy development strategy, based on energy efficiency and local energy resources usage.  Public Energy Alternatives (PEA) project takes significance role for solving such problem on regional levels.

Lithuanian Energy Institute role in the project

  • LEI will formulate methodology for preparation regional energy strategies and contribute to pilot actions planning.
  • Will contribute by adapting experience of implementation energy saving measures in public buildings from project partners.
  • Will organize education and training courses for regional and municipal stakeholders on energy efficiency strategies.
  • Will contribute by establishing network of building and facilities (suppliers, plant operators, consumers).
  • Will transfer the experience and know-how to regional, municipal, consumer’s organisations.

The results of the PEA project will be used for further development of other regional energy strategies and national energy strategy.
